Kutip derma depan bank, pasar mungkin disalahguna biaya IS

PETALING JAYA : Pakar Terrorisme, mempersoal kesahihan di sebalik aktiviti kutipan derma yang dijalankan di hadapan bank dan pasar untuk pembinaan surau, masjid atau aktiviti berkaitan agama yang lain.
R Paneir Selvam khuatir, aktiviti itu berkemungkinan disalahguna untuk mendapatkan wang bagi membiayai kegiatan Islamic State (IS).
“Pada kebanyakan masa, tiada agensi yang mengawasi perkara ini. Saya ada terjumpa dengan (pihak) sebegini di pasar tani, pasar malam…dia letak satu kotak, letak gambar dan orang ramai akan menderma duit. Tetapi ke mana sebenarnya duit (sumbangan orang ramai) disalurkan? Apa tujuannya?
“Oleh itu, saya rasa sudah tiba masa untuk pihak berkuasa menjalankan pengawasan.
“Kita ada jabatan zakat untuk kutip zakat dan kita tahu ke mana sumbangkan itu disalurkan. Dari segi transaksi semua maklumat jelas, pemberi serta penerimanya. Tetapi bagi pengutip derma (di pasar dan bank) kita tak tahu,” katanya ketika dihubungi FMT hari ini.
Beliau berkata demikian mengulas kenyataan Ketua Penolong Pengarah Bahagian Counter Terrorism Cawangan Khas Bukit Aman, Datuk Ayob Khan Mydin Pithcay mengenai aktiviti kutipan derma oleh NGO tidak diiktiraf yang tumbuh seperti cendawan selepas hujan mungkin didalangi kumpulan militan IS bagi menampung aktiviti mereka.
Ayob berkata, dana yang dikumpul dipercayai digunakan untuk menyebarkan ideologi dan propaganda IS, selain membiayai kegiatan militan itu di Syria.
Mengulas lanjut, Paneir yang juga Pengerusi Persatuan Penyelidik Dasar dan Undang bersetuju dengan kenyataan yang Ayub memandangkan wang adalah faktor penting dalam melakukan dan mengembangkan aktiviti keganasan .
Susulan itu Paneir mencadangkan jabatan agama di negara ini supaya tampil dengan peraturan wajib berkenaan pendaftaran pengutipan derma berkaitan agama bagi membanteras aktiviti kutipan derma yang mungkin didalangi kumpulan militan IS.
“Selain itu, pegawai jabatan agama harus melakukan pemeriksaan mengejut. Mereka kena pergi ke lokasi berkenaan (pasar, bank) dan menemubual pengutip derma berkenaan. Tanya tujuan sebenarnya mereka mengutip derma,” katanya.
